Abstract:

The zoning layer constitutes the official zoning map for The Town of Leesburg as per Virginia State Code, 1950, revised, Section 15.2-2285 and is a component of the official zoning ordinance. The zoning data is owned and maintained by the Town of Leesburg, Department of Planning, Zoning and Development. The zoning data is owned in maintained by Leesburg, Virginia Department of Planning and Zoning.

Purpose:

The purpose is to facilitate the administration of the Zoning Ordinance. The data are used extensively for taxation, subdivision review, permitting, enforcement and planning.

Supplemental Information:

Boundaries generally follow parcel lines, although there are several exceptions. The zoning data does not include zoning overlay districts, such as the Creek Valley Buffer Overlay, H-1 & H-2 Historic District Overlay, Airport Overlay District and the Noise Abatement Corridor Overlay District. Although the layer represents the official zoning map, a determination should be requested from the Zoning Administrator to verify zoning for a particular property.

Maintenance and Update Frequency:

The zoning layer is updated on an as needed basis as staff researches zoning for individual properties.

Features may have been eliminated or generalized due to scale and intended use. To assist Leesburg, Virginia in the maintenance of the data, please provide any information concerning discovered errors, omissions, or other discrepancies found in the data.

TOL ZONING CODES

1: Residential Zoning Districts.

RE- Single Family Residential Estate District: Primarily intended to accommodate single family detached dwelling units at a density on no more than one (1) dwelling per 3 acres

R-1- Single Family Residential District: Primarily intended to accommodate single family detached dwelling units at densities of no more than one (1) dwelling unit per acre.

R-2- Single Family Residential District: Primarily intended to accommodate single family detached dwelling units at a density of no more than two (2) dwelling units per acre.

R-4- Single Family Residential District: Primarily intended to accommodate single family detached dwelling units at densities of no more than four (4) dwelling units per acre.

R-6- Moderate Density Residential District: Primarily intended to accommodate single family and duplex residential development 

R-HD- Historic Residential District: Primarily intended to accommodate residential development that is compatible with and preserves the character of the Old and Historic (H-1 Overlay) District.

R-8- Medium-Density Attached Residential District: Primarily intended to accommodate single family attached, single family detached and duplex development.

R-16- Planned Housing Development District: Intended solely to accommodate development permitted in the Towns previous “PDH-30, Planned Development Housing District” and to allow reasonable development of lands within the R-16 District

R-22- Multi-Family Residential District: Primarily intended to accommodate multi-family and other forms of residential development

R-E- Single-Family Residential Estate District: Intended to accomodate single-family detached dwelling units at a density of no more than one (1) dwelling unit per three (3) acres. This is a low-density, large low development pattern. 


2: Non residential Districts

O-1- General Office District: Established to provide locations where predominantly office uses may be located in a low-intensity manner as a transitional land use between residential and higher intensity uses.

B-1- Community (Down town) Business District: Established to implement the “Historic Commercial District” land use policies of the Town Plan by accommodating small to medium size, pedestrian-oriented retail uses that attract shoppers and tourists from throughout the region.

B-2- Established Corridor Commercial District: Established to accommodate previously approved corridor commercial development and to permit reasonable development of lands within existing B-2 zoning Districts.

B-3- Community Retail / Commercial District: Intended to accommodate moderate-size, retail and service-oriented land uses that serve Leesburg area residents. 

B-4- Mixed-Use Business District: Intended to accommodate a broad range of uses, including office, low-intensity manufacturing, low-intensity warehousing and residential uses and retail sales that serve a regional trade area. Secondary uses intended to serve employee and occupants of permitted office and employment uses.

I-1- Industrial / Research Park District: Established solely to accommodate previously approved industrial / research park development and to permit reasonable development of lands within existing I-1 Districts until such time as those lands are rezoned to classifications that are consistent with the Town Plan.

3: Planned Development Districts

PRN- Planned Residential Neighborhood District: Intended to encourage the development of a mixture of housing types and price ranges and to promote the organization of residential development into efficient neighborhood units with appropriate supportive facilities and services.

PRC- Planned Residential Community District: Intended to promote the development of self-sufficient communities which are organized around a mixed-use center of commercial, employment, and community facility and high density residential uses.

PEC- Planned Employment Center District: Intended to encourage innovative and creative design of office and industrial development.

4: Special Purpose Districts

MC- Medical-Hospital Center (Special Purpose) District: Established to provide areas for specific medical land uses and related facilities and institutions of higher learning.

GC- Government Center (Special Purpose) District: Provides the opportunity for county and local government entities to locate throughout the corporate limits and establish specific site design criteria through the rezoning process which may include the architectural design, parking requirements, landscaping and buffering standards to minimize any potential intrusion on adjoining properties.

MA- Municipal Airport (Special Purpose) District: provides the opportunity for the Leesburg Executive Airport to develop in conformance with the established Airport Master Plan (AMP) and Airport Layout Plan (ALP)

CDD- Crescent Design District: Intended to implement the Town Plan and Crescent District Master Plan by creating sub-districts within
