Abstract:
County election districts represent the area that each member of the Board of Supervisors represents. The election districts are revised and adopted by the local Board of Supervisor members each decade. Counties redraw their Board of Supervisor election districts based of the results of the most recent decennial census, in this case the 2010 Census.
This election district plan was adopted by the Board of Supervisors on April 26, 2011. The 2011 election districts are effective immediately upon adoption. The election districts are subject to Department of Justice Approval. A response is expected from the Department of Justice by early July.
On May 20, 2011, Tim Hemstreet, the County Administrator, issued a memo explaining the protocol for referring to election districts through the end of 2011. It states that during the transition phase from the current election districts [adopted in 2001], to those that will be represented by Board members who assume office next January, "Loudoun County staff [and others] should identify both former and new district names on Public Hearing staff reports and Committee and Business Meeting items. As an example, reference to the Neersville Fire and Rescue Station should appear as 'Former Election District: Blue Ridge and New Election District: Catoctin'."
Any maps showing Loudoun County election districts produced prior to Department of Justice approval should include the following statement: "Plan adopted by the Board of Supervisors on April 26, 2011. The 2011 election districts are effective immediately. The election districts are subject to U.S. Department of Justice approval." |

This data was produced in compliance with the constitution of the Commonwealth of Virginia and the Code of Virginia, which mandate that counties redraw their Board of Supervisor election districts based of the results of the most recent decennial census, in this case 2010. Redrawing the boundaries ensures equal representation of the population. Each election district is required to have a similar population count, generally within +/- 5% of the equalized decennial census population of the County, which is calculated using the Loudoun County decennial Census population divided by the number of districts. Loudoun County has eight districts, and also elects the Board Chairman at-large.
Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN (vertical datum, if applicable, NAVD88), US Survey foot units.

TIGER/Line files provided the foundation upon which census blocks were drawn. The 2010 Census blocks were the basis for devising the election district boundaries.

Loudoun County Board of Supervisors directed redistricting based on grouped 2010 census block and local precinct boundaries. Census block shapefiles were downloaded from the U.S. Census Bureau. Overlaid the Census Bureau blockshapefile with Loudoun County Government's detailed GIS layers to determine the actual location of the physical features, natural features, and governmental units such as town boundaries that the census blocks are designated to follow. Digitized liines using Loudoun County Government's detailed GIS layers. Created the election district GIS layer by assigning the precinct and BOS adopted election district to each Census block and then spatially dissolving the census block layer. Ensured that current precincts followed census blocks. If the current precinct did not follow a census block, the precinct boundary was adjusted to follow the census block and the adjustment was adopted by the BOS.
