Loudoun County distributes spatial data in ArcGIS database or shapefile and DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed. If the customer wants the data in DXF format and/or would like OMAGI to custom select specific geographic areas of the County, there is an additional $7 per 15 minute increment labor charge. Select aerial imagery is also available.

<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This data layer contains all parcel boundaries for Loudoun County, VA. A parcel is a tract or plot of land surveyed and defined by legal ownership. Data were compiled from plats and deeds recorded at the Clerk of the Court and from historic tax maps. Source material was digitized or the coordinates were entered into the database via ARC/INFO Coordinate Geometry (COGO). Digital data from engineering companies has also been incorporated for newer subdivisions. A MCPI number is used to identify each parcel, which is a 9 digit unique parcel ID that is a combination of: MAP, CELL, and PARCEL. MAP: 3 digit map number (001-701) corresponding with map tile index. CELL: 2 digit map grid location of parcel center; the grid is comprised of 1000 by 1000 ft grid cells numbered as rows and columns (Columns numbered > 5 6 7 8 9 0; Rows numbered > 1 2 3 4). PARCEL: 4 digit location of polygon center based on the 1983 Virginia State Plane coordinate grid where an easting and northing measurement is taken. Horizontal Datum: NAD83 HARN, SPCS VA North, FIPS Zone 4501, US Survey Feet Vertical Datum (if applicable): NAVD88. The MAP, CELL, and PARCEL values of a parcel do not change when a parcel is altered by a boundary line adjustment or becomes residue from a subdivision. The MAP, CELL, and PARCEL values may therefore be inconsistent with the location of polygon center. MAP, CELL, and PARCEL values have been manually altered for some parcels to agree with other databases; as a result, not all parcels can be located by the MAP, CELL, and PARCEL values.</SPAN></P></DIV></DIV></DIV>
Parcels are used to support a variety of services including assessment, permitting, subdivision review, planning, zoning, and economic development. Parcel data were initially developed to replace existing tax maps. As a result, there are parcel polygons digitized from tax maps that do not represent land parcels but are taxable entities such as leaseholds or easements.

Coverage to geodatabase conversion: Parcel_Poly was part of a batch process that converted legacy data from ArcInfo coverage in Librarian to a single-tiled ArcInfo coverage in preparation for a final conversion to ArcSDE Geodatabase Feature Classes. May 1st 2005 data were extracted from Librarian using the EXTRACT TOPOLOGICAL command. Multi-tiled data sets were extracted into multiple coverages and then combined based on the feature type(s). Layers with both polygon and arc feature classes were processed with the Arc commands MAPJOIN and DISSOLVE. Arc feature classes alone were processed with the Arc commands, APPEND and DISSOLVE. Layers with both arc and point feature classes and point feature classes alone were processed with the Arc command, APPEND. When used, the arc command, DISSOLVE, was given with the <#all> option.
