Abstract:
The Village Conservation Overlay District (VCOD) layer is a zoning overlay district of the Revised 1993 Loudoun County Zoning Ordinance (Zoning Ordinance) and identifies thirteen small villages and hamlets outside of the boundaries of Loudoun County's incorporated towns and planned residential communities that contain unique, scenic and historic characteristics that should be maintained and protected. The VCOD is a component of the Official Zoning Ordinance adopted by the Board of Supervisors on January 6, 2003, effective on January 7, 2003, and the Zoning Ordinance further amended on December 6, 2006, and is shown on the Official Loudoun County, VA Zoning Map. The VCOD is established to recognize the development patterns existing in traditional villages, considered to be valuable heritage resources, and to encourage the retention and reinforcement of the pattern, character and visual identity of the individual village. The data are used extensively for taxation, subdivision review, permitting, and planning. Although the feature class represents the VCOD, a determination should be requested from the Zoning Administrator to verify whether a particular property is located within the VCOD.
The VCOD is mapped coincident with the overlay boundaries adopted by the Board of Supervisors as revised during a joint work session with the Planning Commission on June 22, 2002. The VCOD boundaries for each twelve existing rural villages in the Rural Policy Area and the Village of Ashburn in the Suburban Policy Area are mapped as specified in the maps attached with the adoption of the Revised 1993 Loudoun County Zoning Ordinance. See the Board of Supervisors worksession documents for more information. Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN (vertical datum, if applicable, NAVD88), US Survey foot units.

This data set was the result of a process with a shape file created using ArcView 3.0, that was reprojected into HARN83 datum, using ArcToolbox, to a coverage and then to Arc SDE Geodatabase Feature Class. All coverages were then reprojected to HARN 83 using the following .prj file specifications: INPUT PROJECTION STATEPLANE UNITS FEET ZONE 5551 DATUM NAD27 NADCON PARAMETERS OUTPUT PROJECTION STATEPLANE UNITS FEET FIPSZONE 4501 DATUM HPGN NADCON PARAMETERS END This dataset was then converted to a feature class in a geodatabase in ArcSDE.
See Lineage Above for major events where the VCOD layer was created or modified. Any expansion of the VCOD shall be permitted for those areas designated for traditional village on the adopted Comprehensive Plan and approved by the Board of Supervisors.
