Abstract:
This ZMAP layer provides a history of approved ZMAP applications on properties throughout the entire County dating back to the early 1980s The layer reflects a snapshot in time of the geographic extent of ZMAP applications as they existed at the time the ZMAP application was approved by the County. The data were compiled by the scanning and digitizing of paper concept development plans and its associated landbay information.
It is noted that this layer does not represent the current zoning layer for the County and contains landbay information which makes it a separate layer from the Rezonings and Zoning Layers. Although the layer represents a history of ZMAP applications, the approved paper copies of the ZMAP and its associated documents constitute the official file. It is important to note that any zoning concept plan amendments (ZCPAs) that have amended a ZMAP associated with a property are not reflected in this layer. Official determinations requesting confirmation of the zoning of a property should be addressed to the Zoning Administrator. |

The purpose of this layer is to provide a history of ZMAP applications in the County and is a resource used for research of the ZMAP zoning history of properties in the County.
Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN (vertical datum, if applicable, NAVD88), US Survey foot units.

Retention of attribute accuracy throughout the personal geodatabase or shapefile to ArcSDE geodatabase feature class coversion process was ensured by a manual or automatic QA/QC programmatic check. To meet satisfactory QA/QC requirements the input coverage and output feature class must have, on a record by record basis, identical attribution when comparing all concatenated fields to all the user-defined attribution.
Topologically clean
Features may have been eliminated or generalized due to scale and intended use. To assist Loudoun County, Virginia in the maintenance of the data, please provide any information concerning discovered errors, omissions, or other discrepancies found in the data.
Retention of coordinate accuracy throughout the personal geodatabase or shapefile to ArcSDE geodatabase feature class conversion process was ensured by a manual or automatic QA/QC programmatic check. To meet satisfactory QA/QC requirements the input coverage and output feature class must have the same record total, and on a record by record basis, area, perimeter, and length differential of less than +/- 0.5%.

The data capture for this project was performed by the Office of Mapping & Geographic Information (OMAGI) and Department of Building and Development. A workspace was created for each of the four individuals responsible for capturing ZMAP boundaries. Each individual workspace contains a Personal Geodatabase (PGDB) with both ZMAP and Landbay feature classes. At the conclusion of the data collection phase, the Landbay and ZMAP feature classes from each workspace were appended into two single feature classes.
Data capture of ZMAP polygons & associated attribute information was completed using both hardcopy and digital sources. The hardcopy sources includes both Concept Development Plans (CDP) & Rezoning Plats located in the the Department of B&D's file room. The digital sources includes the County's Land Managment Information Systems (LMIS) and the current Zoning feature class. All of the CDP's and Rezoning Plats of individual ZMAP's located in the Department of B&D's file room were scanned to create a digital ZMAP file. Then individual ZMAP files were compared to the current Zoning feature class to see if that ZMAP still existed in its entirety. If so, the Zoning feature was then copied into the ZMAP feature class and correctly attributed. If not, the ZMAP file would then be geo-referenced to its correct spatial position, the boundaries captured with heads up digitizing, and correctly attributed in ArcGIS.
