Abstract:
The 2019 Comprehensive Plan, that was adopted by the Loudoun County Board of Supervisors on June 20, 2019, divides Loudoun County into four policy areas that serve as the basis for all future land use planning. These include the Suburban, Transition, Urban and Rural Policy Areas and the JLMAs surrounding 4 of the 7 incorporated towns within the County. Each policy area has a preferred development pattern that is distinct and will determine the location of public infrastructure and facilities over the next 20 years. Eastern Loudoun largely constitutes the Suburban Policy Area and is in turn made up of four distinct communities namely, Ashburn, Sterling, Potomac and the Dulles Communities. The western two-thirds of the County constitutes the Rural Policy Area, promoting rural economy uses and limited residential development. The Transition Policy Area separates the two and is envisioned to support distinct development patterns that will serve as spatial and visual transitions between the Suburban and Rural Policy Areas. A Joint Land Management Area (JLMA) is an area surrounding an incorporated town that is planned to eventually be served by town water and sewer. These areas are governed by the Loudoun County Board of Supervisors, but are anticipated to be annexed by the towns and are jointly planned by the County and the towns. Data are compiled from the Loudoun County General Plan and subsequent Area Management Plans.
Purpose:
The 2019 Comprehensive Plan, which was adopted by the Loudoun County Board of Supervisors on June 20, 2019 divides into policy and policy sub-areas for planning purposes. The policies and design guidelines for each area provide guidance for development decisions. Loudoun County's ultimate development pattern will be based on the long-term commitment to maintaining distinct Suburban, Transition, Rural, and Town Policy Areas. Each policy area has a preferred development pattern that is distinct and that will determine the location of public infrastructure and facilities over the next twenty years.

The concept of JLMAs originated in the County's Rural Land Management Plan, which was adopted in 1984. The General Plan, which was adopted in 1991, mapped the UGAs. The 1995 Purcellville Area Management Plan revised the Purcellville UGA. Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN.

This data set was part of a batch process that converted legacy data from ArcInfo coverage in Librarian to a single-tiled ArcInfo coverage in preparation for a final conversion to ArcSDE Geodatabase Feature Classes. Data were extracted from Librarian using the EXTRACT TOPOLOGICAL command. Multi-tiled data sets were extracted into multiple coverages and then combined based on the feature type(s). Layers with both polygon and arc feature classes were processed with the Arc commands MAPJOIN and DISSOLVE. Arc feature classes alone were processed with the Arc commands, APPEND and DISSOLVE. Layers with both arc and point feature classes and point feature classes alone were processed with the Arc command, APPEND. When used, the arc command, DISSOLVE, was given with the <#all> option. All coverages were then reprojected to HARN83 using the following .prj file specifications: INPUT PROJECTION STATEPLANE UNITS FEET ZONE 5551 DATUM NAD27 NADCON PARAMETERS OUTPUT PROJECTION STATEPLANE UNITS FEET FIPSZONE 4501 DATUM HPGN NADCON PARAMETERS END The dataset was then converted to a feature class in a geodatabase in ArcSDE.

Loudoun County distributes spatial data in ArcGIS database or shapefile & DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed. If the customer wants the data in DXF format and/or would like OMAGI to custom select specific geographic areas of the County, there is an additional $7 per 15 minute increment labor charge.
