Abstract:
At the July 3, 2012 Loudoun Board of Supervisor's Business Meeting, the Board agreed to be a funding partner with the Metropolitan Washington Airports Authority (MWAA) and Fairfax County for the Phase II extension of Metrorail to Dulles Airport and Ashburn. Loudoun County’s rail service districts were established on December 5, 2012 to fund the construction and maintenance of the stations, rail line, and rail related facilities and services. All parcels in the districts, residential and commercial, have a special property tax rate for funding of the rail. Tax collection for the districts is for Tax Year 2013 and future years. At the time the districts were established, the districts encompassed primarily commercial land. Only a few existing residential units were included within these districts at the time the districts were establishedThe boundaries of the Metrorail Service District were defined using physical features such as major roads and streams within two miles of stations. In some cases, parcel boundaries were used to develop this boundary. The Route 606/Airport and Route 772 station service districts were defined using parcel boundaries following approximate half-mile radii around the four proposed rail stations in or near Loudoun County: 1) Route 772, 2) Route 606, 3) Dulles Airport, and 4) Route 28. In cases where a parcel followed a road right of way and the road was used as a boundary of the Metrorail Service District, then the road right of way was used in place of the road centerline to draw the Metrorail Service District boundary. This allowed for station district boundaries to be coincident with the Metrorail Service District boundary.**The features the boundaries follow may have been generalized due to scale and intended use.**

As of July 3rd, the station district boundaries were to be defined using half-mile radii forming circles around the proposed rail stations as an approximate guideline. Subsequent to the July 3rd Business Meeting, staff reviewed the parcels within or nearly a half-mile from the stations. Staff recommends establishing the boundaries as shown. Staff also recommends consolidating the Airport and Route 606 station development districts. The primary reason for combining these station districts is to ensure that the 606 Rail Station – which sits on airport property – is physically located within the 606 station development district. In addition, these station districts have overlapping areas and are adjacent to each other. Therefore, staff has combined the Airport and 606 Station districts and named it the Route 606/Airport Station Service District. The Station District was also adjusted to include other parcels that are owned by Dulles Airport per instruction by Loudoun County staff.

Loudoun County distributes spatial data in ArcGIS database or shapefile & DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $$22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed. If the customer wants the data in DXF format and/or would like OMAGI to custom select specific geographic areas of the County, there is an additional $7 per 15 minute increment labor charge. Select aerial imagery is also available.
