This layer identifies existing structures within Loudoun County and their current Land Use, with an initial Residential focus AS OF JULY 1, 2016. The existing structures data source is Loudoun County VA, Office of Mapping & Geographic Information's (OMAGI) addressable structure layer for all of Loudoun County, VA.All residential uses, which includes Single Family, Multi-Family and Group Quarter uses, are specified and existing Commercial structures (Offices, Retail, Medical Offices, Data Centers, etc) are combined into a single Non-Residential use. The other uses specifically identified are Vacant (Address point assigned but no building permit issued), Miscellaneous (no employment generating), and Multi-Use (2 different uses).

This data is used for land use, capital facilities, and transportation planning purposes. In addition, it is used for fiscal, demographic, and market analysis. Board directed work program, on January 21, 2015, for detailed County-wide build-out analysis of residential units and an assessment of the number of Affordable Dwelling Units (ADU) at build-out

On January 21, 2015 the Board directed County staff to develop a work program for a detailed County-wide build-out analysis of residential units and an assessment of the number of Affordable Dwelling Units (ADU) at build-out. And then at the October 7, 2015 Business Meeting, the Board approved the residential build-out work plan as recommended by County Staff.
There will be three land use layers created (structures, parcels, and projects) and two build out scenarios (low and high build-out) created in the build out analysis. The first scenario assumes vacant land of approved projects will develop as currently approved. The second scenario assumes the approved projects may not develop as currently approved and that all vacant land with no SFD/SFA suddivision or an approved site plan for multi-family units will develop at planned land uses.
The analysis will also serve as background information for the County's new Comprrehensive Plan update process, whcih started in Fall of 2016.

This layer originated from a March 28th data download of Loudoun County's address point layer to create the initial Structure Use layer, which would be used in the inital Parcel Use layer. It identifies its existing structure type, structure use, and development status, among other land use characteristtics. At this time, the Commercial use is not speficially identified and all corresponding structures are given a NON-RESIDENTIAL use.
The initial Structure use layer included a cross-check of County Assessor, County Building and Development (B&D) permits, and County Demographic data to create the initial Countywide Structure Use layer to perform verification on. The data was first generated in a tabular format using Microsoft Access to query & return data from the above databases. The table, with X & Y Coordinates, were imported into the ArcGIS environment and a spatial GIS layer created for the Use verification.
The verification process was performed on both a visual and tablulr level to fix any mistakes in the inital Structure Use designation. The visual process involved looking for "oddities" in the data, including a row of SFD structures containing a single SFA structure (& the opposite), a row of MFA structures containing a MFST structure (& the opposite), etc. The tabular level involved checking the layer's attribute table for mistakes, including the following: Assigning the correct use for RES_UNKNOWN, FLAG, & RESMF; changing VACANT with a Building Permit issued to the correct use identified by pemit type; structure with residential or non-residential but no address to determine accuracy; Any community centers, HOA offices, pools, etc assigned a Residential use; and any Farm building coded with a Residential use to name a few.
The County's address point layer contains multiple address points at apartment and condo locations, so a final SDE ready layer was created that combines those multiple address points into a single point with one address. This is done in an Access database so that that the corresponding Housing Unit information can be calculated accurately.

Loudoun County distributes spatial data in ArcGIS database or shapefile & DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed. If the customer wants the data in DXF format and/or would like OMAGI to custom select specific geographic areas of the County, there is an additional $7 per 15 minute increment labor charge.
