This layer identifies the Residential Build Out Scenario with an initial Residential focus AS OF JULY 1, 2017. It uses the Land Use Parcels and Projects datasets to determine the build out potential of a parcel or project, including the amount of housing units approved, existing, and remaining housing units. It takes into account all existing development; all approved, but not yet built development; and the planned land use for vacant and under-developed parcels that are unassociated with approved projects.
Purpose:
This Build Out Scenario 1 data is used for land use, capital facilities, and transportation planning within the County. It is also used for fiscal, demographic, and market analysis of the County. It is also used in determining the current state of Residential development and help assist in guiding future residential development within Loudoun County.

This layer was updated using the updated Land Use Structures, Parcels, and Residential Project layers (as of July 1, 2017). All of the previous residential assumptions were followed for this layer update.

On January 21, 2015 the Board directed County staff to develop a work program for a detailed County-wide build-out analysis of residential units and an assessment of the number of Affordable Dwelling Units (ADU) at build-out. And then at the October 7, 2015 Business Meeting, the Board approved the residential build-out work plan as recommended by County Staff. There will be three land use layers created (structures, parcels, and projects) and two build out scenarios (low and high build-out) created in the build out analysis. The first scenario assumes vacant land of approved projects will develop as currently approved. The second scenario assumes the approved projects may not develop as currently approved and that all vacant land with no SFD/SFA suddivision or an approved site plan for multi-family units will develop at planned land uses. The analysis will also serve as background information for the County's new Comprrehensive Plan update process, whcih started in Fall of 2016. </pr

This Build out scenario layer was created using the Land Use Parcels and Projects together to determine the low estimate scenario. It takes residential development potential for land use parcels a step farther by applying ownership/land use restrictions on top of the existing environmental restrictions. This includes HOA owned parcels, Cemetery parcels, Golf course parcels, Public use parcels (government owned, parks, etc.), Airport parcels, etc. The areas within Land Use Parcels layer that were also covered by Land Use Project areas were removed when the two layers were joined for this Build Out layer scenario. The final layer then takes into account all existing development; all approved, but not yet build development; and the planned land use for vacant and under-developed parcels that are unassociated with approved projects.

Loudoun County distributes spatial data in ArcGIS database or shapefile &amp; DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed. If the customer wants the data in DXF format and/or would like OMAGI to custom select specific geographic areas of the County, there is an additional $7 per 15 minute increment labor charge. Select aerial imagery is also available.
