Abstract:
This file contains the boundaries of the Board of Supervisors election districts derived from 2000 US census. The layer also contains the voting precincts inside each district, which is location of polling places for each district.
The Voting Precincts within each District undergo a yearly evaluation, which may lead to a yearly update to the layer itself. The Election District Boundaries will not change until 2010, but the individual Precincts may be split, combined, adjusted, etc. |

This data was produced in compliance with the constitution of the Commonwealth of Virginia and the Code of Virginia, which mandate that counties redraw their Board of Supervisor election districts based of the results of the most recent decennial census, in this case 2000.
Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN (vertical datum, if applicable, NAVD88), US Survey foot units.

Retention of attribute accuracy throughout the coverage to geodatabase feature class conversion process was ensured by a QA/QC programmatic check. To meet satisfactory QA/QC requirements the input coverage and output feature class must have, on a record by record basis, identical attribution when comparing all concatenated fields to all the user-defined attribution.
Topologically clean
Features may have been eliminated or generalized due to scale and intended use. To assist Loudoun County, Virginia in the maintenance of the data, please provide any information concerning discovered errors, omissions, or other discrepancies found in the data.

TIGER/Line files provided the foundation upon which local voting districts were added.
Loudoun County BoS directed redistricting based on grouped census block information and selected geographic boundaries of districts and precincts.
Original Census Bureau Tiger/Line files were transformed into an ArcInfo coverage . The federally defined census blocks were grouped into proposed Supervisor Districts. Upon approval by BoS, the districts were then divided into Precincts to facilitate the allocation of polling places. Some minor edits have occured since initial compilation.
At the Board's direction, Paeonian Springs was relocated from Clarks Gap to Waterford precinct.
This data set was part of a batch process that converted legacy data from ArcInfo coverage in Librarian to a single-tiled ArcInfo coverage in preparation for a final conversion to ArcSDE Geodatabase Feature Classes. Data were extracted from Librarian using the EXTRACT TOPOLOGICAL command. Multi-tiled data sets were extracted into multiple coverages and then combined based on the feature type(s). Layers with both polygon and arc feature classes were processed with the Arc commands, MAPJOIN and DISSOLVE. Arc feature classes alone were processed with the Arc commands, APPEND and DISSOLVE. Layers with both arc and point feature classes and point feature classes alone were processed with the Arc command, APPEND. When used, the arc command, DISSOLVE, was given with the <#all> option. All coverages were then reprojected to HARN83 using the following .prj file specifications: INPUT PROJECTION STATEPLANE UNITS FEET ZONE 5551 DATUM NAD27 NADCON PARAMETERS OUTPUT PROJECTION STATEPLANE UNITS FEET FIPSZONE 4501 DATUM HPGN NADCON PARAMETERS END The dataset was then converted to a feature class in a geodatabase in ArcSDE.
Eight precincts split into new precincts either individually or jointly with another existing precinct. The individual split involved taking a single existng precinct and splitting it into two new precincts. The other type of split involved adjoining precincts. Part of each precinct would be split from the original and combined to make the new precinct. New Precincts created: Newton-Lee (814), Belmont Ridge (815), Briar Woods (111), Freedom (112), and Tolbert (410)
Five existing precincts were split into ten new precincts upon approval by the Loudoun County Board of Supervisors in September 2007. New precinct boundary lines were designated along street centerlines & stream networks. Two of the precincts were also renamed during this process. Lovettsville was renamed to West Lovettsville & Riverbend to River Bend. New Precincts created: Countryside (213), East Lovettsville (411), Heritage (412), Brandon Park (506), & South Bank (609) Existing Precincts split: River Bend (207), Lovettsville (401), Greenway (405), Cool Spring (505), and Lowes Island (607).
Seven existing precincts were split into eight new precincts upon approval by the Loudoun County Board of Supervisors in November 2008. New precinct boundary lines were designated along street centerlines & stream networks. One of the existing precincts were also renamed during this process. Purcellville was renamed to Purcellville One. New Precincts created: Mill Run (113), Dulles South (114), Pinebrook (115), Legacy (116), Carter (117), Purcellville Two (310), Woodgrove (311), and Weller (816) Existing Precincts split: Eagle Ridge (106), Little River (107), Mercer (108), Briar Woods (111), Purcellville (301), Round Hill (302), and Farmwell Station (812)
All internal precinct boundaries removed from existing Election District layer to create the "new" 2001 Election District layer. Due to new layer maintenance process & the fact that this layer is now superceded by 2011 Election Districts, the new 2011 Precincts were exported into their own new layer.
