Abstract:
NOTE: The Loudoun County Board of Supervisors has voted to suspend discussions on the proposed Chesapeake Bay Preservation Act amendments until the State of Virginia completes Phase 2 of the Watershed Implementation Plan (WIP) and local requirements are determined.
NOTE: The status of this data is PROPOSED.
NOTE: The Board of Supervisors indicated its desire to remove Resource Protection Area (RPA) adjacent to ponds during the March 1, 2011 Committee of the Whole Work Session. The extent of the RPA has subsequently been updated to reflect the Board's direction.
The Chesapeake Bay Preservation Areas (CBPA) means any land designated by the County pursuant to Part III of the Chesapeake Bay Preservation Area Designation and Management Regulations and Section 10.1-2107 of the Code of Virginia. The Chesapeake Bay Preservation Areas (CBPA) dataset is comprised of Resource Protection Areas (RPA), Resource Management Areas (RMA), Perennial Waterbodies, and Non-Jurisdictional Areas.
An RPA is (i) all wetlands connected by surface flow and contiguous to water bodies with perennial flow; and (ii) a 100-foot Buffer Area measured horizontally from, and located adjacent to and landward of (i) and along both sides of any water body with perennial flow, as measured horizontally from the channel scarline.
An RMA is all areas of the County not designated as a Resource Protection Area.

The Chesapeake Bay Preservation Areas are regulatory boundaries implemented to protect and improve the water quality of the Chesapeake Bay, its tributaries, and other state waters by minimizing the effects of human activity upon these waters in order to provide for the health, safety and general welfare of the citizens of Loudoun County.
Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN (vertical datum, if applicable, NAVD88), US Survey foot units.

Retention of attribute accuracy throughout the personal geodatabase or shapefile to ArcSDE geodatabase feature class coversion process was ensured by a manual or automatic QA/QC programmatic check. To meet satisfactory QA/QC requirements the input coverage and output feature class must have, on a record by record basis, identical attribution when comparing all concatenated fields to all the user-defined attribution.
Topologically clean
Features may have been eliminated or generalized due to scale and intended use. To assist Loudoun County, Virginia in the maintenance of the data, please provide any information concerning discovered errors, omissions, or other discrepancies found in the data.
Retention of coordinate accuracy throughout the personal geodatabase or shapefile to ArcSDE geodatabase feature class conversion process was ensured by a manual or automatic QA/QC programmatic check. To meet satisfactory QA/QC requirements the input coverage and output feature class must have the same record total, and on a record by record basis, area, perimeter, and length differential of less than +/- 0.5%.
"Any features captured in Phase III (2005 data) were compiled to meet ASPRS and NSSDA standards for Class I map at 1:2400 scale, but a rigid accuracy test was not performed."

The Perennial Waterbody component of the CBPA is compiled using subsets of the Soil Drains, Soil Water Polygons, and (basemap) Waterbody data. This data is then buffered 100 feet to create the RPA. This is then incorporated into a countywide coverage using the county and town boundaries in order to define the areas in RMA and those that are Non-Jurisdictional.
This data layer was updated with a schema change and new source data layer. The schema change involved removing the CB_JURISDICTION field from layer. The layer was updated with the addition of "Perennial Waterbodies" data as another source layer.
Per Loudoun County BoS's direction, the Resource Protection Area (RPA) adjacent to ponds was removed from the data and the extent of the RPA updated
