Abstract:

The Airport Impact (AI) Overlay District is a zoning overlay district administered by the Loudoun County Department of Building and Development. The Department is responsible for all development approvals, review procedures, modifications and density calculations in the AI as governed by Article IV, Division C: "Environmental Impact Districts", Section 4-1400 of the Revised 1993 Zoning Ordinance. The Airport Impact (AI) Overlay District boundaries shall be based on the 60dB and 65dB Loudness Day Night (LDN) noise contours and a one-mile buffer that extends beyond the 60dB LDN contour for Washington-Dulles International Airport and the Leesburg Municipal Airport (Godfrey Field). The Board of Supervisors for Loudoun County, Virginia shall use as a basis for delineating the LDN noise contours the following sources: (1) Washington Dulles International Airport: The FAA PART 150 Noise Compatibility Programs, Washington Dulles International Airport, August, 1992, and (2) Leesburg Municipal Airport: Environmental Assessment Report. October, 1985.

Purpose:

The Airport Impact (AI) Overlay District is established to acknowledge the unique land impacts of airports, regulate the siting of noise sensitive uses, ensure that the heights of structures are compatible with airport operations, and complement Federal Aviation Administration regulations regarding noise and height.

Data are stored in the corporate ArcSDE Geodatabase as a polygon feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN.

The Aviation Safety and Noise Abatement Act of 1979 (Public Law 96-193) called for the study of aircraft noise around American airports. Section 105 of this Act required the Metropolitan Washington Airport Authority (MWAA) to establish a noise exposure map and noise compatibility planning for Dulles Airport (Aircraft Noise Exposure Map and Land Use Compatibility Program, Peat, Marwick, Mitchell & Co., 1981). In 1982, the FAA commissioned Peat, Marwick, Mitchell, and Co. as consultants to prepare a noise impact study as part of the Airport Master Plan update. The Final Report Part 150 Noise Compatibility Program, Washington Dulles International Airport (Part 150 Report) was issued in January 1985. Noise contour maps for the existing conditions (1982 data) and forecasted conditions (1985, 1990, and 2000) were created for the 1985 report

The Aircraft Noise Contour Policies Revisions, Comprehensive Plan Amendment (CPAM 1992-0008), adopted by the Board of Supervisors on January 6, 1993 revised the County's 1991 Choices and Changes General Plan's airport noise policies. New noise contours were developed using those identified in the FAA Part 150 Noise Compatibility Programs, Washington Dulles International Airport, August 1992, report.

This data set was part of a batch process that converted legacy data from ArcInfo coverage in Librarian to a single-tiled ArcInfo coverage in preparation for a final conversion to ArcSDE Geodatabase Feature Classes. Data were extracted from Librarian using the EXTRACT TOPOLOGICAL command. Multi-tiled data sets were extracted into multiple coverages and then combined based on the feature type(s). Layers with both polygon and arc feature classes were processed with the Arc commands MAPJOIN and DISSOLVE. Arc feature classes alone were processed with the Arc commands, APPEND and DISSOLVE. Layers with both arc and point feature classes and point feature classes alone were processed with the Arc command, APPEND. When used, the arc command, DISSOLVE, was given with the <#all> option. All coverages were then reprojected to HARN83 using the following .prj file specifications: INPUT PROJECTION STATEPLANE UNITS FEET ZONE 5551 DATUM NAD27 NADCON PARAMETERS OUTPUT PROJECTION STATEPLANE UNITS FEET FIPSZONE 4501 DATUM HPGN NADCON PARAMETERS END The dataset was then converted to a feature class in a geodatabase in ArcSDE.

Loudoun County distributes spatial data in ArcGIS database or shapefile & DXF format for the cost of reproduction. Countywide spatial datasets may be purchased for $22 per DVD for up to 4.5 GB of data. There is a $100 surcharge to purchase countywide topography, and a $3 charge if the item is to be mailed.
