In the spring of 2017, the Commonwealth of Virginia, through the Virginia Geographic Information Network Division (herein referred to as VGIN) of the Virginia Information Technologies Agency (VITA) contracted with Fugro Geospatial, Inc. to provide aerial data acquisition, ground control, aerial triangulation and development of statewide ortho quality DEM and digital orthophotography data. The Virginia Base Mapping Program (VBMP) update project is divided into three collection phases: In 2017, Fugro flew the eastern third of Virginia at one foot resolution, with options for localities and other interested parties to upgrade resolution or purchase other optional products through the state contract. The middle third of Virginia will be flown in 2018 and the western third in 2019. Ortho products are 1-foot resolution statewide with upgrades to 6-inch resolution tiles and 3-inch resolution tiles in various regions within the project area. The Virginia Base Mapping project encompasses the entire land area of the Commonwealth of Virginia over 4 years. The State boundary is buffered by 1000'. Coastal areas of the State bordering the Atlantic Ocean or the Chesapeake Bay are buffered by 1000' or the extent of man-made features extending from shore.
Purpose:
The collection of aerial photography and production of an ortho quality DEM and orthophotography was executed to capture the existing ground conditions at a specific point in time for the purpose of GIS analysis. Orthophotography along with DEM data typically provides an accurate base for digitally representing geographic features upon which a GIS is built. The Virginia Geographic Information Network Division (VGIN) is the lead public agency in the Commonwealth for spatial data and GIS. VGIN's mission is to facilitate the cost-effective development and use of spatial data, GIS, and related technologies in organizations throughout the Commonwealth.
Supplemental_Information:
The entire State was initially designed to support 1-foot resolution statewide ortho-imagery at 1"= 200' (1:2400) scale mapping. Jurisdictions throughout the State were provided an option to upgrade to 6-inch resolution tiles at 1"=100' (1:1200) map scale and 3-inch resolution at 1"=100' (1:1200) and 1” = 50’ (1:600) map scales. All digital ortho-imagery and development processes for the VBMP shall conform to the ASPRS Positional Accuracy Standards for Digital Geospatial Data (EDITION 1, VERSION 1.0. - NOVEMBER, 2014) and Model Virginia Map Accuracy Standards (2009). Accuracy will be tested and reported according to NSSDA Geospatial Positioning Accuracy Standards Part 3: National Standard for Spatial Data Accuracy Class 1.

This VBMP data has been developed using procedures designed to produce data to comply with the Model Virginia Map Accuracy Standards (2009) and is intended for use at 1" = 200' scale. Pursuant to Section 54.1-402, paragraph C of the Code of Virginia, which is quoted below, this data may not be used for purposes listed in said paragraph C, since the data was not created, nor is it maintained under the supervision of a licensed land surveyor. C. Persons utilizing photogrammetric methods or similar remote sensing technology shall not be required to be licensed as a land surveyor pursuant to subsection B of § 54.1-404 or 54.1-406 to: (i) determine topography or contours, or to depict physical improvements, provided such maps or other documents shall not be used for the design, modification, or construction of improvements to real property or for flood plain determination, or (ii) graphically show existing property lines and boundaries on maps or other documents provided such depicted property lines and boundaries shall only be used for general information. Any determination of topography or contours, or depiction of physical improvements, utilizing photogrammetric methods or similar remote sensing technology by persons not licensed as a land surveyor pursuant to § 54.1-406 shall not show any property monumentation or property metes and bounds, nor provide any measurement showing the relationship of any physical improvements to any property line or boundary. Process_Description:
The digital aerial imagery for the 1-foot, 6-inch and 3-inch resolution orthophotography was collected with a Leica ADS100 pushbroom scanner at a nominal height of 12,500 ft, 6,200 ft and 3,100 ft respectively above mean terrain (AMT). Specific details regarding flying heights and collection dates can be found in the Aerotriangulation Reports provided to VGIN as part of the ancillary deliverables. The ground control used to support the orthophotographic mapping was collected by photographic identification of strategic points. The coordinates were collected via ground survey techniques. The Leica XPro software [v. 6.4.2] was used to process the imagery and AT. XPro is a customized suite of software used for downloading and preparing digital imagery collected with the Leica ADS100 Airborne Digital Sensor for softcopy photogrammetric use. XPro allows for the reconstruction and/or adjustment of exterior orientation parameters (EOPs), which consist of sensor positions and attitudes; XYZ and Omega, Phi, Kappa. When using a pushbroom scanner, each individual scan line features its own exterior orientation, which is observed with the GNSS/IMU SBET. Although this so-called a-priori solution can be used for direct geo-referencing of the imagery, the EOP was improved by including ground control and tie-points, that fix adjacent flight lines into the AT bundle adjustment. An initialization bundle adjustment was performed incorporating the EOPs, ground control points, tie-points and optional check-points. Further bundle adjustments were then iteratively launched if initial results required tuning. This involved manual point measurement adjustments or the addition of tie-points to improve the results within a AT loop. The final results are presented in terms of adjustment statistics (overall quality measures), information related to individual ground points (residuals, reliability, blunders), and adjusted EOPs / trajectory (SBET) quality. The results of the adjustment were verified through the development of a sub-sampled panchromatic mosaic chip for the data collection. This mosaic was inspected by the photogrammetric technician to identify any gross errors in the adjustment, as well as the identification of any voids or image quality problems. The 1-foot resolution or 1"=200' map data was segmented into 5,000' X 5,000' tiles, 6-inch resolution or 1"=100' map data was segmented into 2,500' X 2,500' tiles, 3-inch resolution or 1"=50' map data was segmented into 1,250' X 1,250' tiles, and named according to the naming convention established and provide by VGIN. A completely new ortho quality surface model was generated based on an auto correlated pixel-matching system within the Leica XPro software. The auto correlated DSM represents the initial surface model. The model is verified to ensure that there were no voids, and that the data covered the project limits. An automated filter routine was run that filtered out non-ground features such as trees, noise, and buildings. Each tile was checked and manually edited where necessary. Any voids left over from feature removal were filled interpolated values. The resulting digital elevation model (DEM) was used in the rectification of the ground orthoimagery. With the refined orientation data file from aerotriangulation and the edited DEM , XPro is used to produce a 4-band (RGB, CIR) strip ortho for each flight line. The factory radiometric calibration and haze removal corrections are applied. The radiometrically balanced strip orthos are then mosaicked while the auto-generated seam lines undergo manual inspections and alterations to prevent splitting buildings and minimizing above ground features from being clipped. The final mosaic was inspected by the photogrammetric technician to identify any gross errors in the adjustment, as well as the identification of any voids or image quality problems. The data was tiled and complete tiles were delivered as GeoTIFF with supplementary TFW files, as well as compressed MRSID files. The MrSID files were compressed at a ratio of 20:1. Upon statewide acceptance of the DEM and Orthophotography the data is bundled and redelivered by jurisdiction.
